Tulio Abi-Saber is Executive Director Brazil of VINCI Highways. He oversees the company’s two concessions in the country: Entrevias, in the State of São Paulo, and Via Cristais, in the states of Minas Gerais and Goiás, where he also serves as CEO. His responsibilities include improving the operational performance of both highways, monitoring major construction projects, developing synergies between the two entities, and deploying VINCI Highways programmes and best practices.

He joined VINCI Highways in 2025. He has more than 20 years of executive experience in the transport infrastructure, telecommunications and fuel sectors, spanning operations, finance and general management.

He holds a Bachelor’s degree in Electrical Engineering from UFMG and a Master’s degree in Business Management from Kellogg School of Management.
