Island Roads
Managing an entire island's highway network, from investment to inspections
Isle of Wight, United Kingdom (UK)
Keeping an island connected
Island Roads manages the entire Isle of Wight highway network under a 25-year Public Finance Initiative (PFI) concession. The network connects towns, ports and tourist destinations, supporting residents and seasonal visitor traffic across the island. Delivered through a long-term partnership involving VINCI Highways UK, Meridiam and Ringway, the concession covers carriageways, pavements, bridges and drainage systems. Operating in a coastal environment exposed to changing weather conditions, Island Roads ensures safe, reliable and sustainable infrastructure while delivering long-term value for the local authority and communities.
Key facts
- Performance-based PPP contract with the Isle of Wight Council
- Management of carriageways, footways, bridges and drainage systems
- Resurfacing and infrastructure renewal programmes
- 12,000 street lights powered by 100% LED technology
- 50% VINCI Highways ownership
Integrated network management
Island Roads combines infrastructure maintenance with a broad range of network management responsibilities. Teams oversee utility works, highway permits, development control and street naming within a single concession framework. Built on over a decade of operational experience, this integrated model delivers efficiency, consistency and expertise rarely found within public and local authority highway partnerships.
A large-scale green transition
Through large-scale infrastructure upgrades, Island Roads has advanced the Isle of Wight’s environmental performance. The full conversion of 12,000 street lights to LED has reduced energy use and maintenance needs, while over 250,000 tonnes of Recofoam surfacing material containing 85% recycled content have helped cut waste, conserve resources and lower the carbon footprint of network operations.
Operating where reliability matters most
The Isle of Wight has no trunk roads: the entire public highway network, from primary routes to rural local roads, falls within the concession. A single integrated team delivers winter maintenance, street cleansing, highway electrical services and long-term asset management. The island’s geography requires every contingency to be planned and resourced locally, fostering a culture of reliability, responsiveness and operational excellence.
