A ring road reshaping mobility around Regina
The Regina Bypass forms a ring road around the city of Regina, the capital of Saskatchewan. Connecting Highway 1 (Trans-Canada Highway) with Highways 6 and 11, it redirects long-distance freight traffic and regional flows away from the urban centre. By separating through-traffic from local circulation, the bypass improves travel times for commuters and enhances mobility around one of Western Canada’s key transport hubs.
Key facts
- Availability-based P3 with the Government of Saskatchewan
- The 1st road P3 in the Province
- A major greenfield project opened to traffic in 2019
- Operating in harsh winter operations
- Innovative water recycling and local beekeepers partnerships
A pioneering PPP in Saskatchewan
First large-scale transportation P3 in Saskatchewan, the Bypass was delivered by an international consortium including VINCI Construction. It demonstrated the ability of public-private cooperation to deliver complex infrastructure efficiently while ensuring long-term performance.
An exceptional greenfield project
Construction was completed in just four years, delivering 61 km of highway including 37 km of new road and 24 km of upgraded sections, as well as 12 interchanges and 33 bridges and viaducts. The project stands as a collective success led by the Government of Saskatchewan and delivered by an international consortium working in close cooperation with local contractors and businesses.
Improving road safety
Since opening to service, the bypass removed heavy through-traffic from Regina’s urban streets and improve road safety. Modern highway standards, grade-separated intersections and improved traffic management significantly reduce collision risks. Supported by our trained roadside assistance teams and innovative operational practices, the infrastructure delivers safer journeys for commuters and freight operators alike.
Operating in extreme winter conditions
In Saskatchewan, temperatures can drop below –40 °C, combined with strong winds and drifting snow. Our teams deploy adapted protocols, including calcium chloride and abrasives to maintain traction, cold-resistant snowplow blades and reinforced rotations.
Environmental innovations on the prairies
We partner with local beekeepers to install beehives along the highway right-of-way, supporting pollinators and strengthening biodiversity.
